Eligibility rules for queues and programs consider specific information about students to determine whether the student is eligible for the queue or program. Before you calculate eligibility criteria, make sure the relevant student data is up-to-date in the student's records.
Generally, you enter the required information when you register students in the district and enroll them in schools. The following sections highlight specific fields that are relevant to typical eligibility rules.

On the Student Demographics page, enter information to support eligibility rules related to ECE, ELL, Migrant, and Special Services programs.

= | Under Special Services, enter the information, which includes: |
= | Receives specialized services - Indicate whether the student is receiving specialized (SPED) services and the date they started on. |
= | Section 504 eligible - Enter whether the student qualifies for special education and related services due to a disability. |
= | Test accomodation - Enter whether the student requires special testing versions or equipment. |
= | Under Lunch Information, enter the information, which includes: |
= | Lunch status - Select the lunch program the student is eligible for. |
= | Permission to share lunch eligibility - Indicate whether the parent/guardian has given permission for their child's school lunch eligibility to be shared with administrators. |
3 | Click the Personal Info tab and enter the information, which includes: |
= | Citizenship Status - Select the student's citizenship status. |
= | Country of Citizenship - Select the student's country of citizenship. |
= | Immigrant Student - Indicate if the student is an immigrant. |
= | Year Entered Country - Enter the date the student entered your country. |
= | Year Started School - Enter the date the student first began attending school in the current country. Note: Depending on your district's setup, either enter the month, day and year or the year only. |
= | First Date Enrolled US School - Enter the date the student first enrolled in a school in the United States. |
4 | Click the Federal Info tab and enter the information, which includes: |
= | Federal Race & Ethnicity Information |
= | Ethnic category - Select the student's primary Ethnic Category. |
= | Migrant & Immigrant Information |
= | Emmigrated from - Select the country from which the student moved from when immigrating to the current country. |
= | Migrant status - Indicate whether the student, or student's parent/guardian, maintains primary employment in one or more agricultural or fishing activities on a seasonal or temporary basis. |
= | Home Language Survey |
= | Is a language other than English spoken at home? - Select Yes or No. This value is used to identify students who might require services in an English Language Learners program. |
= | Does the student speak a language other than English? - Select Yes or No. This value is used to identify students who might require services in an English Language Learners program. |
= | Survey Date - Select the date the home language survey was completed. |
= | Languages |
= | Home language - Select the language or dialect routinely spoken in the student's home. This language or dialect might not be the student's native language. |
= | Dominant language - Select the language or dialect the student best understands and is most comfortable with. |
= | Native language - Select the language or dialect first learned by the student or first used by the parent/guardian with the student. Also referred to as Primary Language. |
= | Other language - Select any other language or dialect, other than the dominant language, in which the student is proficient. |
5 | Click Apply to apply the changes and continue or OK to save the record and exit. |
On the Background Data page, enter information to support eligibility rules related to programs such as ECE, Free & Reduced Meals, and Homeless.

2 | In the control bar, click Background Data. The Edit Background Data page appears. |
3 | Enter the information to support applications to various programs, which include: |
= | Food stamp case number - Enter the identification number given to a family when they are eligible to receive food stamps. |
= | TANF Number - Enter the Temporary Assistance to Needy Families identification number given to a family when they are homeless. |
= | FSDIR number - Enter the Food Distribution Program on Indian Reservations identification number given to a family when they are identified as native peoples living on an official reservation. |
= | Other case number - Enter an identification number given to a family for other purposes that may have a Free & Reduced Meals connection, such as a Medicare number. |
= | Household annual income - Indicate the total amount of money a student's family earns in a single calendar year. |
= | Household size - Indicate the number of adults and children in a student's family who are living in the same house. |
= | USDA income guidelines - Indicate whether the household size qualifies the student for free or reduced meals. Choose from: |
= | Meets Federal Income for free meals |
= | Meets Federal Income for reduced meals |
= | Student is a foster child - Indicate whether the child is officially a foster child. |
= | Lives in Title 1 area - Indicate whether the student's home address is in a Title 1 area. |
= | Lives in low income area - Indicate whether the student's home address is officially considered to be in a low-income neighborhood. |
4 | Under Miscellaneous Demographics, complete the information which includes. |
= | Minor/adult status - Specify the student's status in relation to legal adulthood as specified by state law. |
= | Lacks nighttime residence - Indicate whether the student lacks a fixed, regular, or adequate nighttime residence and has a primary residence that is a shelter of some type; an institution that provides temporary residence; or some other place not designed for regular sleeping accommodations for human beings. |
= | Child of another student - Indicate whether the student is the child of a student already enrolled in the district. |
5 | Click OK. |
If your district uses Family Management, you can enter information about student's families. You can then use this information to determine if students are eligible for sibling queues. For more information about setting up sibling queues, see Eligibility criteria for sibling queue [>>].

Transportation data can be used to determine if students qualify for transportation programs that transport them to schools or programs they are enrolled in, as well as to determine their eligibility for specific programs based on their school proximity.
Transportation programs use the Distance From School field to determine if students are eligible for transportation programs defined for schools and programs. To determine if students are eligible for transportation programs, the students must be enrolled in the school.
If you want to determine if students are eligible for programs based on their distance from the program, you can define an eligibility rule based on school proximity. To use the school proximity eligibility function, you must specify the student's Miles From School value when applying for programs. You can determine the student's proximity to the school based on their application to a program rather than their enrollment in a school.
To edit information for transportation programs at the school:
1 | Open a student record. |
2 | Click Enrollments. |
3 | Click the edit icon for the school. The Enrollment page appears. |
4 | Enter the following information: |
= | Distance from School - Enter the number of miles between the student's residence (home address) and the student's home school. |
= | Home address is in school's area - Indicate whether the student's residence meets any boundary conditions for the home school, such as physical area borders or zone. |
5 | Click OK. |
